Why did the gov hire a known hacker as a Secret Service Agent?

I was just reading about Albert Gonzalez, who was charged with hacking but later the charges were dropped and he was hired to work for the US Secret Service. Now they're arresting him and seizing all his property and pressing charges against him. So they used him and now they just want to take all his money they knew he was making illegally and throw him in jail. So who exactly gets to keep his money, house, car and jewelery they took? His boss? Nice.
