Are there a lot of unreadable licence plates out on the roads this winter because of no enforcement?

I believe that if there's little or no enforcement regarding illegal activity, then the illegal activity just gets more and more widespread. What if there's a serious hit and run incident, for example, and the person gets away because no one could read the license plate? Looks like that's what it'll take, sadly.
