Im laptop illiterate please help me?

want to get one but dont understand how tey work and dont even know if they run off my regular pc or not and i really dont know how to choose one as i know lots of times in stores they always try to sell you one even if you dont need it all and it will end up costing you mre for stuff you really dont need
