Whats the name of this film ?

I remember watching it as a kid and i always used to see it in the blockbuster movie store. It's one of them dog films like beethoven, napolen, Wishbone that sorta thing and it's called "Shallow' or "Shaylow' something along them lines. The dog in the film is a beagle i think ? It has floppy ears and on the front cover its running and his owner the young boy is behind him theres a first and second film. I cannot for the life of me even remember what its called :( HELP !
