Does my SAT Score confirm my PSAT Score?

I took my PSAT in the state of Texas and received a 218 as my score. I was announced as a semi-finalist today. But my SAT score is a 1910. My counselor said that I should be fine because of my other achievements such as being the senior cl president and an eagle scout. Others tell me it's not enough. Is that enough to qualify me as a finalist?
